Did you make sure that the “connect on demand” is also turned off

Do you have Norton? If you enable Internet Security it will scan all requested urls by your browser. But to do this it does config itself as a VPN even if it is not.

Is it possible you using the all favorite and beloved 1Blocker App to block advertisings? I have the same symbol and it shows You, the so-called firewall from 1Blocker is enabled and protects you.
