It says “allowed number of sim(-ultaneous) users” not SIM card users.
In this case TorGuard explicitly does state 30 devices so OP is right, fair enough, but personally I wouldn’t see “30 connections” to automatically mean “30 devices”,
But 30 devices actually means 30 connections for torguard.

here they talk about 8 devices which means in further advertising 8 connections.

but many of their claims are HIGHLY weird “100%” claims as an example are ALLWAYS scummy.
One of TorGuards responses says “greatly exceeds the number of allowed sim uses”. That sounds like its significantly more than just your parents. If you want to try to recover your account, I would re-approach it from that angle. Maybe something like this:
“It’s only me and my parents, which falls under what you have said about two close family members being allowed to use it. If there is any use beyond me and them, then the account has been hacked/stolen without my knowledge. I did not give anyone else permission to use this account, and my parents would not share this account or even know how to. Please reset my account so that I can take steps to re-secure it and make certain my parents are secure as well. Please help me correct this situation that I was not aware of instead of banning my account.”
Also, you might want to check if you parents phones are hacked. I once used a “cracked” version of Spotify on my phone, and it allowed other entities to log into my account and add favorites, likes, and other BS that I absolutely never did myself.
Do you think it’s possible that one of your family members shared your account with a neighbor or friend who then shared it with their family members or something like that?
For most ToS/UA violations, an entity does not have to comply to a refund, etc. due to their clients alleged breach of terms.
I know this sucks and something that you don’t need to hear but it is what it is.
Nothing positive will come from this it seems, and you are just 1 account of hundreds that got screwed.

You realize Mullvad has only 5 sims avail, which is going to be much less than 30. You’ll have to buy 6 accounts which will equate to roughly $360 per year

Smthin not rite, how can you exceed a hard limit? you can’t go over that limit. i work at a large network company and a limit is a limit, its a hard limit so you cannot exceed it. For torguard to know that you has to have log of the live connetion.
It is possible yeah, but I think there is a higher chance of their accounts getting hacked than sharing it with friends.
I believe TorGuard has to refund the remaining days rather than blanket banning and accusing me of reselling the account without any evidence.

My account was used by 5 people, and not all use it at the same time, so I think Mullvad works perfectly for them.
