You should be able to just install the Android app version of Google One VPN. ChromeOS will use the VPN connection.
You need a Chromebook that can (and is allowed) to run Android apps. Then all you need to do is install the app and turn on the VPN: https://play.google.com/store/apps/details?id=com.google.android.apps.subscriptions.red&hl=en_US&gl=US

OP could always turn on VPN from Pixel phone, turn on hotspot from their Pixel, then connect to the hotspot from their Chromebook. It’s a roundabout way, but can be done… sorta.
No such thing anymore. ChromeOS can run Linux, android or PWA apps only and there are plenty of places to learn to code for those.

This does not work, fyi. Using a different VPN service, I hot spotted from my phone to a chromebook and the laptop did not benefit from the VPN connection. If the VPN is on traffic coming in and out of the phone, it is by definition between the radio and the chip. If the hotspot to share a wifi or data connection is done as efficiently as possible, then the radio just re-transmits the first signal as a secondary one, without needing to be processed by the phone and thus encrypted by the VPN.
You need a VPN on both devices.
