I’m using mullvad and I’ve set my location to Manchester, UK, but BBC iPlayer still fails to play due to geo-restrictions. What could I be doing wrong?
Update: I did get CBC to work after trying enough IPs. I haven’t exhausted UK IPs, so no telling if that still could work.
You are not doing anything wrong. BBC blocks connections from VPN services and there’s nothing you can do about it.
Before you give up you may want to test all UK servers, including the WireGuard servers. Sometimes you may be lucky to find a server they have not blocked.
Please remember if you succeed you still need to use you BBC account.

You figure it out? Using Mullvad and no luck on UK or Canada
I got it working by setting the VPN to WireGaurd and enabiling multi hop. Additionally it was/is web browser dependent. Try a few different browsers and ensure that that are not leaking your location.
I use the London WireGuard servers to access iPlayer and have never had an issue on my iPhone or PC. I’m in Canada, West Coast, and use Edge on phone and PC.

Mullvad is really bad for being detected, I think it’s because they lack servers compared to PIA/NordVPN etc but we don’t want to use those providers for obvious reasons.

It’s up to BBC what they block. A VPN provider cannot decide what a website blocks or not blocks.
It won’t always work on any VPN. Sometimes VPNs get blocked and that’s that. It happens to Proton too.
