Why VPNs take so much credits than the Internet Censorship Circumvention Tools?

While VPNs is originally used for business purposes and later on to do almost everything, The Internet Censorship Circumvention tools like Ultrasurf, FreeGate, and Psiphon and countless others had major rules on unblocking websites in countries like China, Russia, Iran, MENA and others.

Or with tunnels. Netflix supports IPv6 and I have an IPv6 tunnel through Hurricane Electric (for the past 10 years at least). HE’s address space is blocked. Had to jump thru a bunch of hoops with my DNS to filter IPv6 records for Netflix and its associated domains to make it jump over to IPv4
