I prefer use Tor browser because its full free and time of living for one bridge longer (and you can get new bridges in internet for free), than time of random vpn service
VPN provider? Or VPN server? Either way it’s kind of a silly question. If you mean provider, you don’t want one in Russia or any other major country for that matter. If you mean server. There is never a best. It changes depending on network, access, usability, admins, volume of use, and more. If you just want a Russian server. Almost all providers will give you access to one, sometimes more. You can also just Google “list of [type] servers {location}”

It does not seem to have any server locations in Russia, so I am not sure if this reply answers the question in the post.
Honestly, the free vpns are very slow and pretty much useless. I would recommend nordvpn. It’s fast and stable and has servers in Russia. It’s also the vpn that is being used the most by people connecting to/from Russia. It’s only like $3 per month and this reddit post even has a verified discount.

Proton VPN have Russian servers.
You have to navigate to your Tor browser files and follow this path:
Program Files\Tor Browser\Browser\TorBrowser\Data\Tor
Open “torrc” file with your text editor of choice and then paste “ExitNodes {ru}” on a new line without the double quotes right above the line that has “GeoIPFile” in it.
And lastly use ISO standard 2-letter country names in curly brackets to specify the country.
Why not use a Russian vpn provider(I’m guessing is what you mean)?

Also you may not care about privacy, but if the government starts tracking everything you’re doing it’s going to half your connection speed.
Russia is also the mecha of cyber security. More viruses come from Russia than any other country. It makes it a great place to get antivirus information. But that also means it’s a bad place to host servers. Whatever vpn provider you choose is going to operate a server there for you to access. But you will be relying on them to handle the security instead of yourself. At least that way you don’t need to constantly be looking for updates and security patches. And then if the host company is outside Russia, they have no responsibility to give access to any government or official. The server may get taken offline; but if you choose a good company in the right region of the world. Your information will be safe, and you will have decent upload and download speeds
