I am having trouble accessing some websites with my current vpn especially the govt ones.
I obviously don’t know what all of those do with your data, but you can try PlanetVPN because it has Russian servers and offers options not only to use their app, but also OpenVPN, L2TP, and others, so you can set it up on almost any device. However, it’s not free, but it’s not expensive either.
I also sometimes use the somewhat sketchy Touch VPN app on my iPhone. The mobile version has Russian servers.
I use this one when need to access Russian gov websites, banks etc. I’m living in the U.S.

Once, when I had a problem with my regular Russian VPN I used Proton VPN.
At first there were problems, since the service I wanted to try (not Russian, but located in Russia by the way) tried to block any VPN access, but the support was very helpful and solved my problem in the end.
Just buy a proxy server
Those websites block non-Russian IPs, so any that allow you to change to Russian IP should help.
