VPN not connecting

We just got upgraded to a Meraki firewall by our ISP. We are having an issue with one user (the IT Director unfortunately) no being able to connect to the VPN. We followed the instructions from Client VPN OS Configuration - Cisco Meraki Documentation to setup the VPN connection on everyone’s laptop. His laptop is a Win 11 machine. All Windows updates have been applied and we have deleted and recreated the connection multiple times. Using his credentials or anyone else’s will not connect but using the same credentials works on another Win 11 machine. It doesn’t throw an error, just shows “connecting” and then seems to give up. Does anyone have any ideas about what to look at? We’ve disabled the Windows firewall, IP6 and endpoint protection on the laptop.
