Yup can confirm it is. I’ve bought a flight after 9 pm on the 31st. And it goes all the way to midnight on the 1st
So east coasters can use a VPN

Not necessary. It’s a 27 hour window, wherever you are in the world.
The idea is to give people on both coasts from midnight to midnight, but they do NOT use IP tracking to see where you are. As a result, midnight on the east coast corresponds to 9PM on the west coast, so people in California can start then, and midnight on the west coast is 3AM in the east, so people in NY can go until then.
And anyone else, anywhere in the world, can play during that window – midnight to 3AM, eastern time, adjusted for their time zone. No VPN necessary.

Can you use a VPN to win the lottery by bringing east coast lottery numbers to the west coast and playing those numbers before they are drawn?
