It depends on what you need.
If you need a private fast secure network then Wireguard is the best choice.
If your goal is to escape censorship the Outline is better.
Wireguard is lightweight but easy to detect.
Shadowsocks is heavier but DPI struggles with it still.
Also Outline is easier to setup generally speaking.
Performance wise, I remember comparing wireguard and outline on the cheapest vultr machine (1 core and 1GB RAM), and at 100 Mbps outline was around 15% cpu utilisation when wireguard was 10 or less. So not a huge difference, at least at my network speed, so I decided to keep using outline.
Does outline uses wireguard + shadowsocks?

Just pure Shadowsocks. It is opinionated about what configuration it uses, but under the hood, it is shadowsocks and tricks to route all the traffic on your device through the proxy.
