Not managing to connect to steam even through VPN - Suggestions?

Title. My appartment block is using shared wifi (ugh) and disable anything game-related. As such, it is impossible to connect to Steam or download games.

By using a VPN on IPv4 and disabling IPv6 I’ve been able to connect to the store. However I still do not manage to download games or connect to Steam cloud.

I tried changing the DNS but it didn’t solve the issue.

Does anyone has any idea what could be the cause & what could be done to help with that dumb situation?

I’m on Linux if it changes anything.

Can’t you get your own Internet service? Always use your own hardware as well.

Maybe the VPN is blocking Steam downloads?

I’d try to change the download region in Steam options just to see if it maybe works.

This is a temporary situation, 1-month rental. Also cannot use phone as hotspot, as I am in a foreign country.
