I’ll be heading to China soon(iirc roblox isn’t allowed there), and I’m worried that if I use a VPN when Im there, my account could get deleted.
Some people say that it’s fine if you don’t change your location but others say that it’s not allowed. I don’t know how they would check it though.

Your Roblox account will probably not be deleted, as almost all the time, Roblox does not care at all. Even reports will not do anything against you. Although it is against the TOS, it probably won’t get you banned, as it is one of those rules that just don’t get enforced well or ever. Don’t worry about your account getting deleted, as it probably won’t. I also use VPNs sometimes and I haven’t gotten banned yet.
(Edit): I’m not sure about the laws or how Roblox works in China, so you should try finding other sources of help, rather than this comment.
It’s against the TOS, though it isn’t really enforced. I myself have been using a VPN for Roblox for a while not and no actions have been made against my account.
