Obviously Dropbox, Google Drive, OneDrive, etc. exist, but is there a way to use a VPN server to do the same thing, securely and for free?

Many routers have a USB port and act as an SFTP server. Just add a flash drive, create a Username and Password and you are good to go. No VPN required.
You could setup your router with VPN access to your network if it’s capable but most likely it won’t be with just a regular home router. I’d suggest setting up an sftp server on your internal computer then port forwarding it to your router which your friend could just log into from their home. Be sure you set a strong password though because it will get attempts at dictionary attacks from automatic bots with it being internet facing.
Tailscale as well as Zerotier. Also, I would not set up a VPN server on your Win 11 machine. Look at getting a Raspberry PI and using PiVPN. Super easy just my 2 cents.
