It’s not about data center location, it’s about IP geolocation. See maxmind.com, one of the largest providers of that data.
geolocation is often pretty messy, it’s really common to be significantly off target especially if you’re not trying too hard. If a website is trying to cover its bases and be safe, they’re going to err on the side of banning all IPs which reasonably MIGHT be in VA, not just those which are definitely in VA, especially if failing to identify actual VA addresses is going to get them significantly fined
