As other commentators noted, encryption slightly increases data usage. On the other hand, some VPNs have adblock/malware/tracker protection, and mostly because of adblock it can save your mobile data. Brave browser has a neat feature, that shows how many ads/trackers it has blocked, I think it even shows how much time did it save. Try it out, and then have in mind that the same goes if your VPN blocks trackers/ads. From what I’ve read some VPN providers tend to advertise that they can lower the mobile data usage.
It depends on the provider. Free VPNs usually use your data to receive data and send advertising tips.
